Seal of Weakness
Spell
Pay 3000 life points: send all monsters on your opponent's field back to his/her deck. Then, your opponent can special summon 1 monster from his hand for each monster returned that has a lower level than the respective monster returned to his deck.

Seal of Absolute Power
Trap
Pay 3500 life points: return all monsters on your side of the field to your hand. Then, you can special summon 1 monster from your deck for each monster that you returned that has a higher level and the same type as the respective monster returned to your hand.

I think that "Seal of Absolute Power" need to have its power limited in some manner. For example limiting the type and/or attribute of monster it summons from the deck. Or purhaps it only works with a certian Archtype. As it is now it seems way to powerful trading a weak swarm of monsters for a swarm of powerful monsters. I would also add a cost of some sort for both cards. You are increasing your field presence, or in case of "Seal of Weakness" significantly weakening your opponent's pressence and overall card advantage for the cost of one card. I think half your lp would be cheap for these cards.
