Not sure if I like it. I would have to see a card like this played and used to get an opinion on it. My guess is that Dark Hole is still better because you are destroying more monsters on your opponent's field potentially. The second effect is might be what makes it useful, but since it isn't a quick-play it doesn't do anything to stop your opponent, but is just a self hindrance.
