As you've put it it sounds great.
The only problem is what exactly do you mean by "ruins the quality of a section"
That can easily be taken and contorted to one's own ideas easily.
So until I get something a bit more concrete I will remain on the fence.

Vague rules are always open for huge miss-interpretation. What would one exactly mean by this? And to what degree should this be enforced in certain situations?

Also, isn't there already a rule for this? Y'know, the no spamming rule?

The problem with this thread is the word "deliberately". If someone is honestly a five-year-old retarded kid or seriously believes that pedophilia is pretty okay, that doesn't mean we shouldn't be banning them anyhow.

And "spamming" doesn't cover it unless we broaden the definition of "spam" far beyond its generally accepted meaning.
