Side note: All "Elemental HERO Neo" cards here would be limited if they actually existed.

●LIGHT: Gain 500 Life Points
●DARK: Inflict 500 points of damage to your opponent.
●WIND: This card can attack twice this turn.
●FIRE: Destroy 1 Set card in your opponent's Spell and Trap Card Zone.
●WATER: When you would take battle damage, instead gain Life Points equal to half the damage you would've taken until the End Phase.

I feel like you need a Metamorphosis replacement card. I have an idea:

Core of Metamorphs
Normal Spell
While this card is in your hand, its name is treated as "Metamorphosis". You can discard 1 "Elemental HERO" monster: Add this card from your Graveyard to your hand.

Then these cards become playable in some sense.

Another thing about design: It isn't good design to make something you know you'll have to limit on a banlist.
