Really it isn't power creep :S

If it was power creep, people would be running it in 4s and it would be dominating the meta horribly. The most anyone ever runs it in is as a tech at 1. It's only at 3 to 4 in Celebi/Mewtwo EX.

To be honest, Pokémon is actually in a state of reverse-power creep at the moment mainly because that format with Lv X pokémon was utterly broken. The past few sets have mainly been sets to balance the power level.

Since pokemon has a rotation system, it can do reverse-Power Creep. However, overall, barring Bill and Prof. Oak, the game has gotten overall much more powerful. The Pokemon have more HP, the attacks have more power, and overall the older cards are completely useless. I'm not sure how much EX-hate they have in the current day, but something like this would be pure ridiculous back in the old days.

That's just the early moments of the game. That's just when a TCG is fixing a stable balance level. Usually everything in the earlier periods are either horrendously underpowered or overpowered. usually underpowered, because it's easier to make things more powerful than to tone them down.

Magic and YGO did the same thing.

Underpowered and overpowered are relative terms. Cards are overpowered based on the cards in the format around it. Yugioh suffers from a case where so many cards are overpowered most of them became the new standard of "balanced". If a game had all weak cards, then those cards are balanced from that power level.

The difference between Magic and Yugioh is that at least one of Magic's formats rotates while none of Yugioh's rotates. Although Wizards can make booster packs of all weaker cards in Magic in a row since they'll automatically be in Standard format and eventually take over Standard format, making booster packs of all weaker cards in yugioh in a row means that the booster packs probably won't sell very well. While Magic can fluctuate in power level over the years, Yugioh is at a steady increase of power.
