Pretty sure you don't need to specify "including when destroyed".

Hmm...it's kind of broken. It's like a Dimensional Fissure, except it returns to the Deck, which means a [b]ton[/b] of effects won't activate, the Deck is being thickened, and the monsters returned to the Deck are pretty much stuck doing nothing, as players usually cannot access cards in their Deck.

So it'll kill pretty much all Decks that D-Fissure would kill, except much, much harder and much, much more.

Of all the Monarchs, Raiza is the one who got Limited for a while, because returning cards to the Deck is more powerful than banishing them.

Oh, and Xyz Material would still be immune. Rabbit Decks are amused. Nothing else really is.
