This is a retarded and conceited question, but I must know the answer! xDD

been linearting for almost exactly a year

I use GIMP's paintbrush Circle (11) .2 thickness
I can go .15

Well, I actually meant I've never seen manga/anime styles with really thin lines :P

Manga is usually a style with exuberant contrasting lineart, so somewhere in between looks cool. I think that .2 is a tiny bit too thick, and .14 is probably too thin for what you're doing (pretty sure .14 is the official thickness of Pokémon arts) and .16 is where it starts to change substantially.

Makes sense for you to choose .16 :3
