Haha, I like this card, it's a bit out there with its effects, but they work rather well. The only effect that gives me a weird look seems to be the "4+" effect, but I think that's mainly personal. I'm not quite sure you need the "no matter where it is" clause, as you are stating that it's banished, but from where isn't explicitly stated.

Besides that, the last thing I would fix is the word "turns" in the "4+"; if I'm nit mistaken, it should be "turn's"~
