it's like... Overpowered!
Just look at pot of duality; +0 and a drawback And only 1 of them per turn. Pot of avarice; limited, even with the fact that you have to empty your grave.
Think about how this card will affect exodia decks!
Cards that draw 2 cards need bigger drawbacks than just no normal summon/set

Seriously though, there is no problem with giving a generic draw engine. Some to Most decks lack even a good one that is worth using. I'd say that this card is pretty good, but put in "You cannot set any cards" in addition to the No Normal Summon or Special Summon clause and it is golden.

You can activate 3 per turn!! Then the not set or summon isn't enough, besides that I'd even doubt if saying that you can only activate 1 per turn would be enough in addition to the summon/set restriction

There is such a thing as "Limited", you know. Meaning that this @1 would assist in balancing it out.

... that said, Normal Summons/Sets aren't as problematic as Special Summons, especially in this day and age where opening plays are "Summon 3 or more Monsters in 1 turn".

Personally, the restriction here should be, "You cannot Summon the turn you activate this card."

And most of those plays start with a Normal Summon. Like Tour Guide, or Rabbit.
