Well, here's my card, either way:

The ATK of all "Bedlam Ciphers" is increased by 400. Once per turn, as long as each player controls 1 card: Banish 1 Trap Card from your hand; target 1 monster, then increase its DEF by 600. Once per turn, during your Main Phase, you can Tribute 1 Fiend-Type monster: Target 1 banished monster; Special Summon it to your side of the field in face-up Defense Position. This monster's effects are negated.

I like the effect on Toot's quite a bit, I thought it would be a bit OP'd for a minute, but since both players can cash in on it I see no problems.

Now, 101's card is fairly well balance as well IMO, except for one thing. Special Summoning ANY banished monster could get really nasty. The effects are negated, yes, but you can still get a massive beatstick for literally any Fiend monster. Then there's the DEF boost to make sure it stays on the field until your next turn, and, unless I read it wrong, it's a permanent boost.

My vote goes to [b]Toot[/b].
