It's fairly simple, once you understand.

 

A colon indicates that the text before it is a Trigger or Activation Condition.

 

For example

 

"When a monster is Normal Summoned: Draw 1 card"

 

A semi-colon indicates that the text before it is done after activation, but before resolution, such as targeting or costs.

 

For example:

 

"Once per turn: Discard 1 card and target 1 Level 4 monster in your Graveyard; Special Summon that target"

 

If a card has a colon OR a semi-colon, that effect starts a chain.

 

So again, It goes Condition (colon) Cost/Targeting (semi-colon) resolution
