It's both over and under powered, depending on the situation. I get the feeling their are OCG issues, but I'm no expert so I'm unsure. Link to comment

Bahamut - Envoy of the End Posted November 11, 2011 Report Share Posted November 11, 2011 So neither player can summon from their deck, add to their hand from their deck (presumably can still draw using D-Draw etc), mill from their deck except by the effect, or even arrange their deck and shuffle. Can't see how this helps anyone. Just makes duel a lottery of 'best opening hand wins'. Link to comment

[/quote] Yeah I know Sangan/Centibeet would be stuffed by this, but you'd still be able to draw using Pot of Avarice and stuff I'm pretty sure. Link to comment
~British Soul~ Posted November 11, 2011 Report Share Posted November 11, 2011 i'm assuming you wanted to make it so the only thing a player can do with their decks is to draw during their draw phases, so maybe you could add a clause that prevents each player from drawing outside their draw phases Link to comment
