Being a counter trap means you can chain to Solemns. :3

And Counter Traps don't have to be used in response to something, so it only helps.

If that's the case, which it appears to be, then it's a built-in rule with being a counter trap. Counter traps only specify the exact time to activate them because they can only be used in response to X. Whereas this card can be chained to anything.

[/quote]Well its playability is connected to whether it's a counter trap or not. If it's a counter it can be chained to cards like Solemn Judgment to stop it from destroying, let's say a Stardust Dragon. Of course, those cards also negate the summoning, so I'm not exactly sure if it would be better as a Counter or not.

As for its effect: It's good. It's chainable and it can save you from Mirror Force, Torrential, Dark Hole, JD, DAD, and battle. That's not half bad, but it probably wouldn't see play for the basic fact that there are better cards to play in a deck and it would be hard pressed to find room. It's a great concept, but the amount of important cards per deck kinda water down its usability.
