BTW, if you're making this, make a solemn that stops Scrap Dragon from hitting the field AND activating its effects.

I agree, reduce the cost to 1000 and it would be very much better.

Because paying life points is less of a cost than losing resources like discarding cards, releasing monsters, and so on.

As for card, its a solemn. Does its job, nothing more, doesn't need more.

Life Points, especially if payed over 1000 are considered costly because they take out a minimum of 1/8 of your LP (except for Oppression, which took 1/10, but that's banned so we'll ignore it.) The reason most cards do anything else usually just has to do with card advantage.
