Is it possible to report somebody who is constantley annoying people to look at their set?

Say no, if he continues to bug you, it can be considered harrassment and can be reported.

If he's using the Status Bar then it's fine unless he's breaking the 1 status every 20 minutes rule.

Not status bar but on threads and has been giving signals to review his threads like "people should actually review the set like [b]mine[/b]" and the mine part was actually bold or italic
