Only the controller of "Spell Economics" gets its effect. You have to pay for "Chain Energy" even if you control "Spell Economics". The card is not specific enough to say one way or the other.In tournaments I would just prepare to have to pay the lifepoints though, although its completely up to the judge who is holding that section of the tournament (so if you can explain it good enough, you may get him to sway to your side). It can either be a no on the argument that the cards effect is activated, not the card itself (which was activated upon placement on the field [face up of course]) or it can be a yes on the argument that activating the cards effect activates the card, thus allowing for the combination to be used.
