Dark Tourist: Its effect is worthless. 1600 DEF means nothing.

Dark Moon: It's not even an effect monster and you've given it no support (ie. Shine Ball) so yeah, this card is bad.

Dark Criminal: Rather have a Mirage Dragon than this. It's effect only benefits itself, which would be okay except that's its only redeeming quality. No other effects and only 1200 ATK make this useless.

Dark Fiend: When Charcoal Inpachi does it better, you know it's bad.

Dark Reaper: If you had expanded on this card with another effect it possibly could've been useful. I was thinking something that could go for an attack, opponent plays a trap, this jumps back to your hand and saves itself. But you didn't so its bad.

Dark Heir: When you said "destroy" I thought Meklords but then I realized the odds of getting this onto the field would be slim to none, mostly because it would never go into a deck. It doesn't have enough ATK or DEF to warrant a Level 7 and it's effect doesn't help it either.

Dark Lord: Needs to be Special Summoned from the Hand = terrible. It wouldn't get summoned often, if at all. It's burn effect could be useful but the setup necessary to put this thing on the field is just awful. The setup itself is simple enough but it lacks any support to make it easier to actually pull off. Also, this thing has no ATK or DEF. You didn't put any.

Dark Founder: ATK should be lower, and DEF should be higher. My problem is, it's OP'ed. Well...OP'ed if you compare it to Ryko, which has at least a cost. Maybe have it banish 1 DARK-Type in your Graveyard in order to use its destruction effect?

Anyway, those are my thoughts. They may be blunt, but unfortunately that's what's needed in this case. Just observe decks that are being used recently and start off making cards that support those decks and pick up on their weak points. That'll help you significantly in getting started.
