None of the military people with "State Alchemist" in their name are Alchemists in the show except for Mustang. Hughes is an investigator and the others work under Mustang. You should also know the other alchemist titles. Armstrong is the Strong Arm Alchemist. Mustang is the Flame Alchemist. Tucker is the Sowing Life Alchemist. Plus, a lot of the effects are overpowered for what they do for the low cost that they have. I mean special summoning up to 5 monsters for the cost of only 450 LP a piece is a little low.
