What about this?

Shiver Wave
Normal Spell Card

You can only activate at the start of your Main Phase 1. Neither player can activate Spell or Trap cards until the End Phase of your opponent's turn. You cannot Special Summon during the turn you activate this card.

It's bad enough to prevent activations of both cards and effects, but to prevent Setting S/Ts is what makes this even worse. Playing this can leave your opponent completely at your mercy for 3 turns (the turn you play it, their turn, and your next turn, since now you can use S/Ts and they couldn't Set new defenses).
