This isn't how Big City works at all. Big City is about recycling Stratos to search out and control the field with Wildheart and Ocean, with a large amount of spells and traps available to maintain control. Also Fusion in Big City is a big no-no. You should have field control to the extent that R-Righteous Justice is identical to Harpie's Feather Duster.
