When this card is Normal Summoned, if there are 2 or more banished level 4 EARTH monsters: you can Special Summon 1 of them in defense position. That monster can't activate it's effect(s).

Card idea looks good. Maybe it needs more of a drawback though. Exiled can't be used as a synchro material monster but the monster summoned can, and it can still use its effect, and exiled leads straight to a rank 4 exceed at the moment.

Not sure whether it is balanced after all that or just versatile, but the options include negating the effect of the summoned monster or preventing it from being used as synchro material instead of guardian.

I guess you're right about the drawback. But still, I don't think RFG rocks will synchro summon much, if at all. With the leading straight to a rank 4, that's the point of it. Basically a goblindbergh for RFG rocks.

Only, you don't lose any card advantage with guardian. Goblindbergh still takes up two cards for the rank 4 exceed whereas guardian takes a banished monster. So, as long as the conditions are right, you can get a free utopia from normal summoning this card. Gold Sarcophagus makes this easier too.

As I said, not as broken as, say, rescue rabbit (free Lagia whatever condition w00t) but quite strong, especially if you decide not to negate the effect of the monster. there are a lot of EARTH mons after all.

Should say "That monster can't activate it's effect(s)." That way, we avoid stupid Koa'ki abuse with D-Fissure.
