Both players can activate the following effect:
~Pay 800 Life Points: Negate the Special Summon of a monster or an effect that would Special Summon a monster and destroy it. If either player controls a Special Summoned monster, that player cannot activate this effect.

The reason I decided on 800, like Oppression, is that it's actually the perfect median for the amount of Special Summons it negates:

700: 11
800: 9
900: 7

700 and below is too many, 900 and above are too few.

Very nice substitute for Royal Oppresion,[b] [/b]I originally thought the limitation wasn't enough, but that's when I realized that your opponent can turn it against you.
