Cost Idol

No, it's meant to only stop the cost. However it will stop effects if the summoning of Cost Idol negates the requirements for activation.

And that's why you get to choose which cost you wish to stop, so that you don't have to Special Summon Cost Idol on cards like Solemn Warning.

I was thinking of making it a Tuner. Then it could go like this:

Opponent flips Trap Card/uses Monster Effect that requires cost. You Special Summon Cost Idol. If it's during your opponent's turn, Urgent Tuning is your friend? During your turn, you get a free Level 1 Tuner on the field. And all you had to do was negate a cost.

But your right, Flandre, >.> maybe it isn't so useful as it stands.
