Gansan would see a bit more use if you change it to level 4. The majority of monsters you'll be adding to the hand will be level 4, most likley. It only seems appropriate.

What kind of reasoning is that?

Too much. The reason Witch of the Black Forest is banned whilst Sangan is still at 1 is because witch can search out a lot of boss monsters (because they have low DEF). This can search out any main-deck boss monster or a big beatstick. If it had an upper cap, or searched level 4's, or in some other way was limited, it would actually be very nice (since it gets WATER support and can make Gunigir with Debris).

No it wouldn't. It's most playable at level 3 because of Tour Guide, and this would probably spend most of it's time fishing out high-level monsters that are needed in the hand.
