Their magic = their aspect.
The Lauren explanation is:
-She was very weak after those 1000 years in the moon, and after facing the elements of harmony.

Not only was Luna smaller, but her hair was also like anypony else. It was until the Nightmare Night episode, that her size went back to normal and her hair recovered it's night sky magical look to it. I'm sure if Celestia was weakened like that, her hair would turn into normal pink hair (like in the fanart) or something along those lines.

Lastly, Luna was the size of Twilight Sparkle the first time she appeared, and didn't really become significantly taller really. She's still shorter than Celestia and about that "immortal" feel they have, I have to say I think I recall Luna calling Celestia her "big sister" at some point, so I don't think they are completely immortal.

If it's bad, its a tyrant.
If it's good, we call them kings/queens.
So it's probably a monarchy.
