Maybe not here, but I've seen people abuse it a LOT on other forums because of it's capabilities. xP It's not free, but on the internet that isn't a problem It's meant to 'clean' up noisy images and fix rough edges, but if used properly it can help in upscaling upto 1.5x well, you might have to add finishing touches later though.
