Its a dead draw when you are not loosing and even when you can use it, its situational. Your opponent must have something equal or bigger than your dead Synchro and you have to have a dead Synchro to begin with. Granted that the meta is fast enough for Synchros to be easily Summonable upon turn one, but that same speed in the game makes this card too slow anyways.

Monster Reborn and Call of the Haunted are sufficient in most (if not all) Decks. The rest of a Synchro Deck already revolves around Synchro Summoning, eliminating some of the need to go out of your way and revive some of these: Especially when some of the monster removal out there involves Negating the Summon (preventing any future revival attempt) or banishing the monster in question. Making this card ever harder to find a place for.
