Stall-burn is horribly underwhelming. Gives trouble to tier 3 Decks and fun Decks.
I wouldn't be in favor of a stall or a burn meta, but I don't think this would achieve that.
If I'm wrong, elaborate.

Okay, I'm not a meta expert, but here's my idea for a list.

[b]Banned[/b]

Gateway of the Six Samurai: Any opening involving this and any other Bushido counter card may as well be an instant scoop. It generates WAY too much advantage, and Kizan getting searched makes everything worse.

Royal Tribute: Unless you're facing Dark World, this card is unfair. You see their hand, wipe the hand clean of monsters, and GKs have easy and desired access to Necrovalley as it is.

Superancient Deepsea King Coelcanth: Fish are epic. Unfortunately, Fish have a Tuner. This card is easy to bring out with certain cards, and it can easily spam Synchros. Even if the Tuner is banned, Xyz being released will make this effect = 2 easy Xyz.

Fishborg Blaster: This is way too recyclable with Treeborn Frog and other Fish. I believe it's a greater problem than Coelcanth, but as mentioned, Coelcanth is going to give Xyz a boost regardless of this thing's position. But this card must be dealt with. You only need 1 to spam the hell out of it, and it's searchable with Genex Undine and Foolish Burial. I do not feel that limiting this card will reduce the effectiveness of the decks capable of spamming it, and it and Treeborn turn Formula into a problem. I feel this card is at the root of too many OTK strategies.

Mind Master: RFG Psychics make this card a LP draining Substitoad, and with Brain Research Lab, it gains advantage for pretty much nothing. This should stop a number of OTK/FTKs involving Psychics.

[b]Limited[/b]

Legendary Six Samurai Shi En: My hate for this card aside, bringing 2 of these out at once is broken beyond belief, and Samurais have the tools to do it with DEST. Banning it is ideal because they obviously did not think this card through in development. It's not splashable, but the deck it supports is absurdly fast and consistent. But SOMETHING has to happen to this card.

T.G. Hyper Librarian: While true that 1 is all you need, having 2 turns Synchros into a draw engine, and you're less likely to drop this early game if you can't capitalize on it.

Pot of Avarice: Semi-Limiting a card is difficult to justify, so I'm putting this under Limited. Many decks, particularly Plants, are able to make this card essentially Pot of Greed by returning lost Synchros or easily milled/searched cards. While putting this to 1 may hurt other decks that may lose a lot of their monsters, I couldn't think of a reason to justify only reducing access to it by 1. Semi-Limit is where I PREFER it to be, particularly with other changes, but as I don't make the banlist, this is something to change since not everything I'm mentioning would remotely get touched.

Reborn Tengu: @1, it's useless. @2, it has a use, but can't be spammed with Pot of Avarice as easily, where you have 2 removed from field and Pot when the third's on the field for recycling.

Because Fishborg and Coelcanth are dead, Dewloren/Symbol of Heritage are not a problem.

MST: I don't see any reason this needs to be Semi-ed. Most people consider Dust Tornado a worthy alternative.
