Basic effects but just ideas.

Will add more if I get ideas and reviews. What ya think?

I would personally decrease the damage from Emergency Reloading. Seems a bit heavy for that mundane an act.

Rank Promotion seems a bit situational, but I'm sure there's legitimate use for it somewhere.

Hand Exceed can probably be abused in some way, but it seems balanced to me.
