1 DARK Tuner + 1 or more non-Tuner Machine-Type monsters
Once per turn, you can select 1 "Reactor" monster or "Flying Fortress SKY FIRE" in your Graveyard and Special Summon it, ignoring the Summoning conditions. When this card is destroyed and sent to the Graveyard, you can Special Summon 1 Level 5 or lower Machine-Type monster from your hand.

So easy to get in Reactors, makes them really good. Really mad that Konami didn't release the rest of the Dark Synchros in the tin.

Discuss.

I think its bad. Level Modulation has teach everyone that "ignoring the Summoning conditions" is not really "ignoring the Summoning conditions" when talking about a nomi.

Second effect is the reason to Synchro for this card, as it can Special Summon Shapesnatch and Megasonic Eye to fuel OTKs =D

Ignoring the Summoning Condition.

"Ignoring the Summoning Conditions" turns Nomis into Semi-Nomis and Semi-Nomis into Non-Nomis.

SKY FIRE is a Nomi. Thus, you still have to summon it via Summon Reactor's effect before using Flat Top.

Ignoring the Summoning Condition.

*shoots*

"Ignoring the summoning conditions" has nothing to do with ignoring the summoning conditions, and it never has. We will use Rainbow Dragon as our example card. If I Special Summon it via the conventional method, and it is then sent to the Graveyard, I can't use Monster Reborn, because it's a Nomi Monster. We know that. I can use Rainbow Gravity to Special Summon it from my Deck (obviously). And, of course, I can use Rainbow Gravity to bring it back from the Graveyard - but only once it has been properly summoned. In other words, I cannot use Foolish Burial, then Rainbow Gravity.

tl;dr You can Special Summon from the Deck ignoring the summoning conditions, but not from the Graveyard unless the monster has already been summoned properly. If a monster was summoned from the Deck improperly (again i.e. Rainbow Gravity), it can't be revived from the Graveyard even "ignoring the summoning conditions", because it hasn't been properly summoned.

tl;dr the tl;dr NOEP

EDIT: Ninja'd, basically.
