(Stopping your opponent from Normal Summoning low level monsters for 2 turns seems like a bit much, you could change it to: "Your opponent cannot Normal Summon on their next turn." or "Your opponent cannot Special Summon Level 4 or lower monsters for their next 2 turns." That way, it still limits their Summoning, but it won't affect them as badly as your current effect does. Edit: Also, his ATK/DEF and Level could be lowered a bit, cause his effect can actually be activated quite easily. But out of personal issues, I will only educate Maha Guns over PM if he asks me, and it will not be posted. That being said, I find this card to be very very interesting. Although, combined with a searcher, or even Foolish, he can be a nasty surprise. But, I'd change the opponent's milling to randomly discarding 1 card. [spoiler="Reasoning:"]For example, if you use RotA and you're clearly going to look for Stratos, but your opponent chains Simultaneous Loss and mills your Stratos, you can still search for something else.[/spoiler] ...so the Summoning condition should be something like "When a card's effect that adds a card(s) from your Deck to your hand or Graveyard is activated..." It makes the card miss the timing if you target anything from your Deck with cards like "Sangan", "Reinforcement of the Army", "Foolish Burial", "One for One" or other searchers. First of all the name and the pic do not match. That pic is not adorable. The card is UPed cause after the first turn its on the field, its kinda useless... And if you dont get a card targetting your deck, its pretty much a dead-draw because its not like youre gonna tribute 2 monsters for 2200 ATK. Get rid of the "you can" from the effect, unless you like making this cards SS effect only work when your opponent is messing with your Deck. In that situation, the card is practically useless.
