Honestly, this is incredibly broken. It's incredibly common for an opponent to have a monster with 2000+ ATK, and in this case, that turns this card into an immediate +2 with next to no restrictions. The 2 for 2 effect in itself is fine, however the major problem is the Special Summoning part. If it had some kind of restriction such as only level 4 or lower monsters (preferably non-Tuners, or else you're just turning a level 2 into a Trishula or something), then that would make this card really good.

Also, you Special Summon from the Graveyard, not in the Graveyard.

Overall balance is poor, but OCG only had 1 minor error. Worthy of being a mid-low Ra.

I disagree in the placement even though the error is laughable. I would go min-high Ra. Maybe Obelisk. Now the Exam, 2.9/3.

Why would I want one?

He's asking if anyone has asked you for it.

Two things seem to have arisen:

1. You've probably read that there is an idea to have students face each other in one-on-ones.

2. You seem to be offline for large periods at a time, which is the same for the Deputy Head. When you are both offline, who's in charge?

Let me see if I can help Kyng and Elemental Dragon out. Here's a list of some recent updates:

While this card remains face-up on the field, increase the ATK of all your "X-Saber" monsters by 300 points, except "XX-Saber Pallonetto". During your opponent's Main Phase 1 while you control this card and another "X-Saber" monster(s), your opponent must discard 1 card to conduct their Battle Phase this turn. When an opponent's monster declares an attack, you can negate the attack by removing from play 1 "X-Saber" card in your Graveyard. This card is destroyed if this effect is activated more than once per turn.

This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except during your Main Phase 2 when 2 or more of your monsters battled but none of your opponent's monsters were destroyed by battle. During either player's Battle Phase, you can Banish 1 card in your hand. If you do neither player's monsters can be destroyed by battle this turn. Once per turn, you can Banish any number of cards in your Graveyard. This turn, this card can attack monsters your opponent controls equal to the number of card's Banished. You can Banish the top card of your deck. If you do, neither player takes damage from battles this turn. Each time this card battles an opponent's monster, inflict 500 damage to your opponent. When this card is destroyed, return all cards Banished cards by this effect to the bottom of your Deck in any order.

If you Normal Summon this card while your opponent controls 1 monster with 2000 or more ATK, you can Special Summon 2 monsters in your Graveyard. Once per turn, you can Tribute 2 monsters to destroy up to 2 cards on the field.

When this card is destroyed, return it to your hand instead and Normal Summon 1 "Celestial Beast" monster from your hand. While this card is face-up on your side of the field and your Life Points are lower than your opponent's, all opponent's cards returned to the hand by the effect of "Celestial Beast" monsters are banished instead.

Sorry if I missed some stuff. Just tryin' to keep our Principals informed. :)

@Max Darkness How could I go for a Synchro Summon with those two monsters? Exiled, Knight and Kid are not Tuner monsters. Even then if one was a Tuner the only monster I could Synchro Summon was a level 10. The only Level 10 Synchro I could Synchro Summon would be Ally of Justice Decisive Arms, and due to burden's effect it would lose 2000ATK anyways which is not enought to beat blue eyes.

True, I could tribute Exiled, destroy Blue eyes and Synchro for brionac but there's no point using its effect as I have no cards in my hand and Burden would still lower it's ATK by 1200. Which would win the duel anyway but even then it's only by a slim margin.

And it would have helped much more if I knew what the rest of the cards in the Graveyard were so I could have balanced it more and thought up an even more unique effect instead of being under the impression that you had to use those two monsters that were noted as key monsters.

And it's also unfair to rate the Exam card based on balance because you have to win the duel from that one card, without knowing the other 18 cards in the Graveyards, and you have to defeat a 3000ATK monster and a card that lowers your monsters ATK. =.=

Since you submitted the same card for both your application and exam, I rated it for balance in both cases. Hence my first observations are not based on the exam conditions, but on possible use in a duel. And hence why you would most likely use it as a Synchro catalyst, or as a way of reclaiming your best monsters. In that respect, it is broken, since it allows easy Graveyard reclaim.

As for my comments about use in the duel, I never mentioned anything about Synching your monsters after tributing "Exiled Force". "Command Knight" would have enough ATK to finish your opponent through its own effect.

When presented with a question such as this, you are not supposed to consider the problem solely. You are expected to create a card that is balanced, useable, but also fulfills the exam criterea. The two monsters mentioned were not mentioned because they were 'key monsters'. You were given the information that your Graveyard contained a pair of Warrior-Types to guide you towards Warrior support and Graveyard-fuelled/revival effects.

You fell into the trap of thinking that we gave you the information because we wanted you to use that specific information. We didn't. We gave you that to guide you and allow the students who attempted the question greater freedom in the card they created, thus giving a better impression of their card-making skill. You have answered the question yes, but you were too pragmatic in your outlook. An analogy would be that you answered the question without checking if your answer actually made sense to the examiner, and that cost you.
