without sorting them into any genres i can say:

1. Mike Patton (for having such a huge range)
2. Phil Anselmo (The sound of his voice is great, Down, Pantera & Superjoint Ritual are great - mostly because of his voice)
3. Josh Homme, Corey Taylor, ...yeah maybe a couple of Gutters with great techniques..#1 & #2 are the only fix Rankings
