It's real hard to make new ones, because you have to sprite them yourself. And that takes ages.
Trust me, I know. The hack project I'm helping has been going on since April. We haven't gotten ANYWHERE near finishing the pokedex.
So I think using existing ones is a better idea.
Which game are we hacking? Fire Red, Leaf Green, HG, D, Pt? What game?

^What Dem said
I'll admit, making Pokedexes are fun. As a pastime. And when simply drawing them.
To place a Pokemon into the game we'd have to sprite it, give it stats, a moveset, evolution etc. That takes ages. Like I said, my hack (No, it's no my hack, but it's quicker to type) has only about 18 Pokemon sprites, not all are finsihed, and we have no stats or movesets done. [s]Not to mention the ANNOYING size limit of 64x64 due to stuff[/s]

We can just use pre-existing stats and moves!
