Bubble Template-It won't Move

I save it as a .gif file and i did it as an animation
I don't Know why it not moving please help

You can't just stick bubbles on there, save it as .gif, and then expect it to move. You need to animate it yourself. .gif supports animations, but it doesn't create them. Find editing software (GIMP, etc.) Save multiple frames and transition the bubbles regularly through each frame.

That what i did 18 Frames of Bubbles and 18 Frames for the Card Combine into 9 Frames of Bubble Cards

So you had 1 card in which you took 18 frames of. You placed bubbles in different areas on each frame to give it a transitioning effect and looped it, saved it as .gif?
