Zextra (6/10) Activate only while you control a face-up "Elemental Hero Neos" and "Rainbow Dragon". You can return them to your ([b]Extra[/b]) Deck and Special Summon 1 "Rainbow Neos" from your Extra Deck,([b]This Special Summon is treated as a Fusion Summon[/b]) ignoring the Summoning Conditions. Anger-sama (7/10) This card can only be activated when "Elemental Hero Neos" and "Rainbow Dragon" are face-up on the field. Return the above cards(them) to your Deck and Special Summon 1 "Rainbow Neos" from your Extra Deck. (This Special Summon) is treated as a Fusion Summon) Mr. Striker (10/10) This card can only be activated when "Elemental Hero Neos" and "Raindow Dragon" are face-up on your side of the field. Return them to your Deck and Special Summon 1 "Rainbow Neos" from your Extra Deck. (This Special Summon is treated as a Fusion Summon.) So Zextra lose sorry man. Final Round 3 will be up in a jiffy. That is a phrase used on several cards like Level Modulation, Dark Flattop, etc. which allows Nomis (such as Rainbow Neos) to be Special Summoned more flexibly. Sorry for being difficult, but I know that I'm not "wrong" - it may not have been what you meant, but what you did mean couldn't have been properly interpreted by looking at that card alone. Since there was no mention of "Fusion Summon", and all you said was "Special Summon", I made sure to add that phrase at the end to allow the card to work, even though it wasn't a Fusion Summon.
