As for Tengu; sorry, it would appear I didn't save after I finished his effect. Here's the bit that should be after OR: inflict 100 points of Effect Damage to your opponent for each card in your hand. Link to comment

Once per turn, you can pay 500 Life Points to place 1 Bubble Counter on this card.(max. 5)| With testing this a couple of times I feel that this card is OP. I just realized not only does he protect himself and all other waters from being destroyed, but also from attacks and any card effect. He provides the perfect defense for Waters. The only reliable way of getting rid of him is putting him face-down first then removing him from the field. There aren't too many cards that run that effect. Link to comment
