When this card is Tribute Summoned by using a "Steelswarm" monster as a Tribute, you can pay multiples of 1000 to destroy Spell and Trap cards your opponent control for each multiple of 1000 paid. Then, you can draw 1 card for each card destroyed this way. If this effect was activated, then you cannot declare an attack and destroy cards you control equal to the number of cards drawn during the End Phase of your turn.

This card cannot be Special Summoned. You must Tribute 3 monsters with one of them being a "Steelswarm" monster to Normal Summon this card (You cannot set it). You can use your opponent's monsters as Tributes to Tribute Summon this card. When this card is Tribute Summoned, you can pay all but 500 of your Life Points to draw cards until you have 5 cards in your hand. All of your opponent's monsters are treated as "Steelswarm" monsters and you can use their monsters as Tributes for the Tribute Summon of a "Steelswarm" monster as long as you control this card. During each of your End Phases, you must Tribute another "Steelswarm" monster. If not, this card is destroyed.

During the End Phase where this card's effect is activated, draw 1 card for each "Steelswarm" monster summoned.

I did see that Steelswarms had several weaknesses. For one, they lack the needed search power that most good decks have. Recruiter alleviates that weakness. I also see that they have trouble maintaining field presence. So I made some of the fodder much more faster and better. Monarch (based off the Monarch butterfly) is pretty much Mobius and Kuraz combined into a super monarch (though +4 advantage makes it delightfully broken). Hercules is a horrible boss monster, so they needed a new boss, who happens to abuse what Steelswarms are good at doing (Plus, I got the name idea from Runescape). I think Choke would be balanced if the monster cannot declare an attack and that it can only be sent to the Graveyard for a Steelswarm monster. Timeline is pretty much a plot device in the story, where the Steelswarms were supposedly defeated by the other tribes. However, Roach infests the timeline, actually making it as though the Steelswarms never lost. Though, I will make some changes.

If you're going to make support for a somewhat underpowered set of cards, don't make the cards overpowered, make it so that the cards they support are easier to use or that their weaknesses are covered.

For example, Dark Worlds suck. They have underwhelming beatsticks (2300 ATK for the reliable ones, 2500 for their boss), and awesome effects that almost never get triggered (when discarded by a card your opponent controls). They need (and are getting) [url="http://yugioh.wikia.com/wiki/Gate_of_the_Dark_World"]a card to increase their ATK[/url] and [url="http://yugioh.wikia.com/wiki/Celri,_Monk_of_Dark_World"]a card to reliably trigger their better effects[/url], as well as [url="http://yugioh.wikia.com/wiki/Snow%2C_Magician_of_Dark_World"]a more reliable and versatile searcher[/url].

If their boss monster sucks, make a card to make it not suck. Well, Infestation Swarm seems to be that. Maybe something to make "Steelswarm Tokens" would be nice.

From what I have tested with Steelswarms, they are especially vulnerable to your opponent's Backrow. Numbifier being specified to Steelswarms alleviates that problem.
I also saw that they lacked decent search power outside of Caller, so Recruiter was created. They also have trouble keeping field presence and usually have dead draws, which is what Kalphite and Choke was designed to work with (though, I think I went overboard with it with Kalphite). Outside of Allure and First Steps, they lack draw power. Monarch provides draw power as well as destroying your opponent's backrow. It may be too advantageous though, so I will fix it and some other cards.

And yeah, you went overboard with Kalphite. Not so much Choke, though. It seems like a brilliant card to cover the Steelswarm's weaknesses, it's powerful, and I'm pretty sure the pseudo name-change effect is unique. And I am well aware that Steelswarms have effects that trigger when summoned with Steelswarm tributes, I still think it's awesome if you include a no-tribute-summon-that-monster-this-turn clause.

Also, Trade-in was pretty much designed to turn dead draws into something useful. Heart of the Underdog was designed to give speedy vanilla decks draw power. Try making a card similar to to one of those, possibly with a twist.
