I think the overall effect of this card is good but there are definetely many ocg errors. it took me a while to actually figure out what you meant. After those changes, this card would be ready for a great card set. 7/10.

Since it can recycle traps, maybe a anme change?

I actually think this is quite balanced.

Trap monsters decks (if they are still played by anyone) maybe benefit more than anyone.
