Cyber Tuner Dragon
LIGHT/Machine/Tuner/Effect/LV 3/1400/900
If your opponent controls a monster and you control no monsters, you can Special Summon this card from your hand. When this card is Special Summoned, you can Special Summon 2 "Cyber Dragons" from your Deck. You can reduce this card's Level to 1 to reduce the Level of 1 other Machine-Type monster you control by 1 until the End Phase.

"Cyber Tuner Dragon" + 2 or more non-Tuner LIGHT Machine-Type monsters
If "Cyber Twin Dragon" exists in your Graveyard, this card can attack twice during the same Battle Phase. If "Cyber End Dragon" exists in your Graveyard, during battle between this attacking card and a Defense Position monster whose DEF is lower than the ATK of this card, inflict the difference as Battle Damage to your opponent. Once per Duel, you can pay 2000 Life Points to send 1 "Cyber Twin Dragon" or "Cyber End Dragon" from your Extra Deck to the Graveyard. When this card inflicts Battle Damage to your opponent, you can select and destroy 1 monster on the field and inflict damage to its controller equal to half its ATK.

Cyber Tuner would be easily abused, forgetting about the synchro, perhaps their ATK and DEF should be reduced to 0, and they can't attack or change their battle position. The synchro is overpowered, all you need is the tuner dragon to possibly pull off an OTK, using that to send one of them, as well as gale dogra, doing piercing damage and performing a massive win. All with just 2 cards. So i think all of this is insanely overpowered and easily used. Sorry if this sounds like a really negative comment, but it's the truth.
