You can treat this card as a level two tuner for a Synchro Summon. Once per turn, while this card is in your graveyard, you can select a level 6 or higher monster on the field. Reduce the selected monster's Level by 1 and Special Summon this card. Each player can only use the effect of "Level Leach" once per Duel. During your End Phase, while this card has no Exceed Material Monsters, send it to the Graveyard.

Since Rank does not equal level, this doesn't work (Unless you include an effect that reads, you can treat this card as a level two tuner for a Synchro Summon, but why bother)

Has the Level Eater effect slightly enhanced, but given it's an Exceed it defies the point.

Has no use for its Exceed monsters.

Woops, that's right, exceed monsters don't have a level. Updated.

Here's an example of this card in action: Synchro with it for Brionac, return a card to its owners hand, special summon Level Leach and Synchro for seven star monster (since it eats 1 star, but has 2 stars, you get to synchro for a monster that's a star higher).

Btw, you gave me an idea. If you have an Exceed Monster that's a Tuner, since it has no level (0), you can still synchro with it and do a sort of "Tag out" thing (since 0 + monster's level = monster's level). Example: Mist Wurm (return 3) -> synchro with Level Leach -> Trishula (remove from play 3) Example2: Revive "Black Rose Dragon" -> Synchro with Level Leach -> Nuke s'more.
