Much like Time Wizard (which I hate), but like I said, with no down side. Psychic - 6/10 Interesting effect, especially the whole "negate it's effect thing". But compared to the the positives, it's not balanced. Rio. - 4/10 The only downside it has is that it can't change positions? Not really a big problem (especially since I own a lot of cards that will change it for me), so it's WAY over-powered in my opinion. You should try going for the smaller, simpler effects.
