Any card can be bad if not used properly. Ancient City does have its limits even through its five effects, but it can be a reuseable Jar of Greed, weaker Dark Bribe (without your opponent drawing) and Crystal Promise, all in 1. It just depends on the proper set up. And that half battle damage effect is pretty nice also.
