The problem is the first sentence of the effect. It says "each time a Spell or Trap Card's effect is resolved".

Even if it only gave you one draw, ever, it would be broken, because it would give you a 37 card Deck with the option to get spam tokens. This is simply unreasonably good.

You only get the token when the card is destroyed. It's the draw condition I'm aiming to fix.

Also, I count a 39 card deck. This card would definately be limited if it wasn't banned.
