The second effect allows you to essentially negate everything that is face-up, unless the card remains revealed in your hand until the End Phase, and if it does, you should specify as such. Otherwise, cool.

Quickdraw doesn't work with this and Nitro Synchron is a terrible card, so this would see literally no use anywhere. It's sad really as if it was generic it would be great.

The idea was to make Nitro Sync playable with Explorer and to make it's draw effect useful.

Quite good, but unless this and Nitro Synchron are in a FIRE deck or a deck good at Special Summoning, this won't get much use.
