|Revolutionary Figurehead|0|ASIR|Warrior/Effect|Earth|6||2200|2100|You can send 1 "People Running About", "Oppressed People" or "United Resistance" from your Deck to the Graveyard to Special Summon this card from your hand. When this card is removed from the field, you can Special Summon 1 "People Running About", "Oppressed People" or "United Resistance" from your Graveyard.|

|Revolutionary Government|0|ASIR|Spell Card|Spell||Continuous|||Special Summons cannot be negated. During the End Phase of the turn this card is destroyed, you can add 1 "Revolutionary Government" from your Deck to your hand.|

|Coup D'Etat|0|ASIR|Trap Card|Trap||Counter|||Tribute 1 "People Running About", "Oppressed People", "United Resistance" or "Revolutionary Figurehead" you control. Negate the activation of a Spell Card / Trap Card / Normal Summon / Flip Summon / Special Summon and destroy the Spell Card, Trap Card, or Summoned monster. This card's effect cannot be chained to.|

They are extremely weak monsters, the only problem I could see is them being used for Tribute/Synchro fodder. I'll add a clause, but I think that having them as Synchro fodder would give us Huge Revolution Synchro, which is a pretty awesome deck.

I don't like Government, as its effect feels like "If your opponent does not control a Mystical Space Typhoon or Dust Tornado, you win the game". It relies too much on the weakness of lingering cards as "balance". I'm guessing it's the anti-Royal Oppression, based on its effect and the current theme, but just as Royal Oppression kills entire decks, this makes them unstoppable, and both work under the "existing as a Continuous card" idea.

EDIT: That was written with the thought that Government was a Normal Spell. Derp. But seriously, I feel that Revolutionary Government is too much an OTK card to be generic. More specific an effect, I think.

Also, have you considered replacing:

"People Running About", "Oppressed People" and "United Resistance"

with

2 "People" Normal Monsters and "United Resistance"

That was the exact theme I was going for, though like Royal Oppression, this card works for both sides. In the modern format (that relies heavily on Special Summoning) this card would require very careful play as playing it badly could often result in your own demise.
