It doesn't help much, though. The problem with Tribute Summoning isn't the card advantage, per se (see Frognarchs etc). It's the speed. You can bring out a powerful Synchro monster because most Tuners can Special Summon other monsters or any variety of such a tactic - but all those things require you to Normal Summon first. The problem with Tribute Summoning is that it takes up your Normal Summon, and there aren't many things that can be Special Summoned without wasting precious advantage. This card is not helpful - even if it gives you a card when you Tribute it, you have to bring it out first, and with no built-in Special Summoning condition, it's kinda hard to do. One for One is Limited and it makes the point of card advantage moot anyway. If it said something like: "If this card is Tributed, draw 1 card." it would have been more viable, but then it would lose its original purpose and simply be used as fodder for tributing cards (and abused to the point of perhaps broken, I think). If you want to help out Tributes, you should either move to a slightly different direction, or think up a few more cards that work together with this and make it worth playing.

you could try something like:
"you can tribute this face-up card you control to special summon 1 level 5 or 6 monster from your hand. This special summon is treated as a normal summon."
or:
"during your opponent's main phase you can tribute this card to normal summon 1 level 5 or 6 monster from your hand."

Or you could do something like level eater

Well, the problem with Tribute Summoning is, like stated before, the speed. Maybe you should add something like "when this card is Summoned, you are allowed an additional Normal Summon or Set this turn", but maybe that would be broke.

In fact it's just an Ultimate Offering without cost. Maybe limit it, but it's not that overpowered.

Could give it an effect more like this:
"You can Special Summon this card from your hand by Tributing 1 monster on your side of the field. When this card is Tributed for the Tribute Summon of a monster, draw 1 card."

That way you can turn it into a +0 card. Or you can do this:

"You can Normal Summon an additional time during each of your turns. When this card is Tributed for the Tribute Summon of a Level 7 or higher monster, draw 1 [maybe 2?] card[s]."
