This card cannot be Normal Summoned or Set.

Terrible. Next?

I kid! I'll read the rest, I suppose, but that's a terrible way to open a card.

when 1 or more face-up Dragon-Type monsters you control are destroyed and removed from the field.

Destroyed and removed from the field? As opposed to destroyed and staying exactly where they are? I don't remember how the rules and timing and such work, but could someone confirm or deny whether or not "by battle" works?

When this card is Special Summoned, you can Special Summon 1 Level 4 or lower non-Tuner monster from your opponent's Graveyard to your side of the field, it is treated as a Dragon-Type and its effect(s) is negated.

The "non-tuner" thing is pretty pointless. It's a tuner itself, so there's not really any benefit to nabbing your opponents Krebons or Blackwing - Gale or Plaguespreader Zombie or w/e other thing, especially since it's effect is negated. No point in the "effect(s)" IMO.

When this card is Synchro Summoned, select up to 2 Spell Cards in your Graveyard and equip them to this card.

Monster Reborn. Dark Hole. Giant Trunade them back to your hand. *nods*

Maybe start some fun stuff with that Cosmic Fortress thing too. Normal summon one Alien Ammonite to summon the fortress. Summon another Ammonite, grab Alien Grey, grab any 2 spells.

Whenever you activates an effect that require discarding a card, you can remove 1 Spell Card equipped to this card from play instead.

An effect that requires discarding a card? Soo... a cost then? Or an effect? > >

In short, does it block for Phoenix Wing Wind Blast and Lightning Vortex? How about Dark World Dealings and Morphing Jar? Morphing Jar has an effect that requires discarding a card, and if you can block that with this and draw a free +5 that's... pretty broked.

One time only, by discarding 1 card, Special Summon 1 Level 3 or lower Dragon-Type monster in your Graveyard. Its effect(s) is negated while face-up on the field.

"One time only" is really, really vague. Is it like Spore and Glow-Up Bulb, who specifically says "once per duel"? Or is it like, I can let this die, Monster Reborn it (or Limit Reverse, since it's 1000 attack) and use its effect again? Or is it "one time only", ever? I used this at locals, now I'm at Nats and I can never us this again? (lawl)

select up to 2 Spell Cards in your Graveyard and equip them to this card.

Are their effects still usable? Like, can I pick up Swords of Revealing Light and prevent my opponent from attacking for three turns (or, until this monster is off the field)?

Okay so... both cards are pretty awful overall. If I had to choose one, I'd pick the level 3 Synchro monster thing.

it was put in to make it more balanced, since its a level 4 tuner

yes when it says destroyed , it means by card effect or battle (unless otherwise specified, which in this case not)

The "non-tuner" thing is pretty pointless. It's a tuner itself, so there's not really any benefit to nabbing your opponents Krebons or Blackwing - Gale or Plaguespreader Zombie or w/e other thing, especially since it's effect is negated. No point in the "effect(s)" IMO.

it being able to special summon a non-tuner is apart of the entry conditions <_<

this is a bullsh*t statement... i know for a fact the card i made isnt awful overall.. its when you lose dragon monsters you have after your opponent attacks last to special summon a way to get a synchro your next turn to help you turn the tide in the duel...
