I'm not 100% entirely certain, but I'm pretty sure the 1st effect of your card won't work the way you want it to.

Your set monster cards would get flipped face-up in the damage step, and only effects that affect attack or defense can activate in the damage step.

again, not entirely certain on that. Pretty sure though.

No, at the moment it get flipped on your opponent's turn, when a monster attack a set card, it automatically flip it like all other cards does, at that moment it is force to switch to attack position instead of staying in defense position but it is still switch to attack position if your opponent use a card effect while it's their turn.

Are you sure? I know flip effects only work after the damage step.
Attack a face down Ryko, Ryko gets flipped but the effect can't activate during the damage step. Ryko is destroyed and sent to the graveyard at the end of the damage step. Then right after, Ryko's effect activates and you destroy a card.

Final Attack Order does work like that, but that's a continuous effect.

idk, you could be right. Need someone else to weigh in lol

That different, flip effect with flip: is the after effect which trigger effect like that trap cardis faster when the condition is met, this one doesn't contain flip: cos It slow and doesn't activate right away there a difference in spell speed between ryko's spell speed is 1 which the slowest and that trap is 2 I presume.

it been ruled out that it suppose to have in-before effect to proceed before the damage step i believe. so having this effect instead, "When this face-down card is attacked, switch this card to face-up Attack Position, the attack cannot be replayed." originally when a monster if flipped face up before the damage step it would replay the attack so instead i add that it negate the replay.
