Actually, I'm in an RP that only has three people and it's doing great. The three includes me and the host. That RP had actually won the best RP award too. 3-6 is a good group. That's just what I've learned from Blu's RPs. One probably got into 6 max and could have continued fine but the host (Blu) himself had too much work and other stuff that causes him to stop some. He's dedicated to Blood Blue though and that's caused him to stop some other RPs he made. Smaller amounts of people allow for the individual characters and RPers to really shine instead of being swarmed by the other RPers trying to get the spotlight. Hell, I've left RPs because there just too many people doing too many things and doing them too quickly...or at least it was one of the reasons and I think others have have too because of that. When one leaves it'll create a chain reaction that'll cause others to. As said, with a small group it's much easier for every character to share time in the spotlight and it's easier for the host to give that time to everybody. Without so many people it's easier for the host himself and it reduces the chance of him leaving or quitting.
